This is more a question than anything else. It seems to me that one facet of the critical infrastructure includes shelter of the population and its social and economic fabric. By that I mean homes and places for employment. Has it been determined that the topic of housing and shelter is inapropriate for consideration in these discussions? The resilience and recovery of a community seems to me to hang on this topic as much as any other and that disaster resistant construction of this component of the community fabric competes as a priority in the discussion of surviving or recovering from an event. I concede that this overlaps other ASCE initiatives as does most of the topics listed as infrastructure.
